To enable SSH access for a cPanel account go to WHM -> Account Functions -> Modify an Account. Once there choose the account you want to enable SSH for, and the option to turn on SSH/Shell access should be near the bottom of the page.
Next you need to make sure that the SSH/Shell Access icon is enabled in cPanel. This is done in WHM -> Packages -> Feature Manager. Once there, find the feature list in use by that particular cPanel (the default feature list is named ‘default’), edit it and enable the option ‘SSH Connection Window’.
